WCS Viet Nam Program Overview

of the government of Viet Nam to tackle the trafficking of wildlife, supporting national partners through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 5,400 law enforcement and judicial officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS Viet Nam has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to transnational illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. In the past decade, WCS Viet Nam has also expanded to work with other conservation organizations and public laboratory towards finding and protecting Rafetus Swinhoei in the wild.

 

Job Summary

Under the supervision of the Country Director, the Country Finance and Administration Manager (CFAM) is responsible for leading and overseeing all financial and administrative functions of WCS Viet Nam. S/he ensures sound financial management, legal compliance, and operational efficiency across the country program. The CFAM monitors the financial performance of all projects, sub-units, and sub-grant partners, while providing strategic financial guidance to the Executive Team to support planning, reporting, risk management, and decision-making. S/he also ensures compliance with Vietnamese laws, WCS global standards, and donor regulations related to finance and administration.

 

This Job Description is progressive in nature and shall be reviewed and amended from time to time to meet WCS Viet Nam program needs.

 

Responsibilities

A. Accounting Management

  • Implements and maintains an efficient financial management and accounting system in compliance with WCS Viet Nam policies, Vietnamese laws, and WCS global standards as a US-registered 501(c)(3) organization.
  • Reviews and verifies the accuracy of daily transactions, ensuring proper coding and allocation of revenue and expenditures across projects, grants, and accounts, including inter-country cross-charges.
  • Supervises payroll process in compliance with statutory obligations and internal controls, including salary disbursements and the registration, declaration, and payment of taxes, social insurances and trade union fee.
  • Oversees monthly and annual financial closing and reconciliation.
  • Maintains complete, organized, and compliant financial records—both physical and digital—covering all transactions, authorizations, and supporting documentation.

B. Grant and Fiscal budgets management

  • Leads the preparation of annual fiscal budgets and proposal budgets, ensuring comprehensive inclusion of programmatic, administrative, and staff costs.
  • Monitors grant and contract financial lifecycles, ensuring comprehensive analysis of grant financial performance and timely reports submission and close-out.
  • Maintains an up-to-date database of project funding, including grant agreements, contracts, budgets, and donor-specific compliance requirements.
  • Collaborates with the Grants and Procurement Manager to support the Country Director and program teams in resource planning, issue resolution, and development of mitigation strategies or new funding proposals.

C. Internal Control & Quality Assurance

  • Ensures adherence to the highest standards of financial integrity and internal controls, guaranteeing that all grants and activities comply with national legislation, including labor laws, taxation, and statutory benefits.
  • Serves as the primary focal point for internal and external audits.
  • Conducts monitoring visits to sub-grantees when necessary to provide oversight and support.
  • Advises the Country Director on any identified weaknesses or risks in financial controls and procedures, providing recommendations for corrective actions and decision-making.

D. Administration Management

  • Ensures effective management of procurement, inventory, financial systems, and budget oversight.
  • Oversees the cost-effective procurement of assets, equipment, and supplies, ensuring proper inventory, issuance, and usage in line with established procedures.
  • Manages administrative support services for the country office, including lease and rental agreements, property insurance, office security, transportation, travel arrangements, and general office operations.
  • Supervises daily office functions such as vendor and supply management, cleanliness, and IT support to maintain a smooth and efficient work environment.
  • Oversees front desk operations, including correspondence handling, call and visitor reception, and directing inquiries. Maintains updated contact lists for service providers and vendors.

E. Human Resource Management and Supervision

  • Leads onboarding for new staff and refresh training for all staff, ensuring timely and comprehensive guidance on all relevant financial and administrative policies and procedures.
  • Manages and supports the performance and development of Finance and Accounting, Administration staff through coaching, training, and supervision to ensure efficient and effective service delivery.

F. Others

  • Represents WCS Viet Nam at external meetings, workshops, and events to promote the organization’s mission and foster collaboration.
  • Collaborates with the Regional/Global Finance Team to provide regular financial updates and ad-hoc reports as required.
  • Supports recruitment processes by participating in candidate selection activities in line with organizational procedures.
  • Performs other duties as assigned by the direct supervisor, contributing to the overall effectiveness and adaptability of the team.

 

Required Skills and Experience

Education:

  • Master or Advanced degree in Accounting, Finance or relevant fields.

Experience and competencies

  • Minimum of 10 years years of financial (finance and accounting) management experience, preferably in international companies or organizations.
  • Proven experience and Knowledge of the policies, regulations, reporting formats, and cultures of traditional donors, including USG, UN, European donors and others.
  • Skilled in procurement risk management, including supplier due diligence, conflict of interest mitigation, and contract oversight.
  • Effectively prioritizes tasks and adapts to changing demands, managing time and resources efficiently.
  • Anticipates risks and develops mitigation strategies, ensuring operational resilience and continuity.
  • Performs well under pressure and in diverse, multicultural environments, demonstrating flexibility, professionalism, and cultural sensitivity.
  • An understanding of key issues of illegal wildlife trade that WCS works on, is desirable.

 

Language requirements: 

  • Excellent written and spoken communication skills in English and Vietnamese.
